    The percentage of firms that identify labor regulations as a "major constraint" to current operations is recorded by this indicator. The results are based on surveys of more than 100,000 firms in 125 countries in which respondents were asked to rank constraints as nonexistent, minor, moderate, major, or very severe. [Please note that, due to differences in scales used in Europe and Central Asia (ECA) countries in 2002 and 2005 (4 points) and those used in the 2008 surveys (5 points), results are not fully comparable for all years.
