    To measure access to finance, the percentage of firms identifying finance as a "major constraint" is recorded. The results are based on surveys of more than 100,000 firms in 125 countries in which respondents rated potential constraints to operations. [Please note that, due to differences in scales used in Europe and Central Asia (ECA) countries in 2002 and 2005 (4 points) and those used in the 2008 surveys (5 points), results are not fully comparable for all years.
